Accountabilityと Transparencyの本来の意味2024年04月07日
この二つの言葉の和訳が不正確であることが、日本のモラル、政治、メディア、民主主義をゆがめていると思います。
Accountabilityは、「説明責任」ではなく「結果責任」が原意です。
a situation in which someone is responsible for things that happen and can give a satisfactory reason for them（自分が行ったことに責任を持ち、その行いに納得のいく理由を示すこと）
Transparencyは「透明性」ではなく「汚職指数」として捉えるべきです。
a situation in which political and business activities are done in an open way without secrets so that people can trust that they are fair and honest（政治・経済活動が秘密なくオープンに行われ、人々から公平で正直であると信頼されること）が原意です。
Transparency International というNGOが国別の汚職指数を毎年発表しています。日本は16位で先進国中で下位に位置しているのです。
